Dr. Kimberly Roop, MD, MBA

Plan President, Anthem Blue Cross and Blue Shield, Indiana Medicaid

Kimberly Roop currently serves as President of Anthem Blue Cross and Blue Shield’s Indiana Medicaid Plan. Her daily responsibilities include oversight of local health plan operations, consisting of member quality and outreach, access and coordination of medical services, strategic planning, and plan performance. She works closely with the State of Indiana and various community-based organizations in administering Medicaid benefits to over 450,000 Hoosiers.

In 2007, Kimberly joined Anthem Medicaid as a Medical Director. Prior to assuming the role of Plan President, Kimberly served as RVP and Managing Medical Director of the Indiana Medicaid plan. She was focused on improving the quality of care and service provided to Anthem’s Medicaid members. In this role, Kimberly began transitioning from a clinical, quality, and healthcare management focus, broadening her expertise to include finance, analytics, and business management.

Kimberly began her career as an obstetrician/gynecologist and an officer in the United States Air Force. She has traveled as a member of teams providing medical relief to such areas as Ecuador and The Azores. During her military career, she served as department Quality Assurance Director, implementing changes to improve the quality of both inpatient and outpatient care. Stationed in Washington, DC, she assisted in relief efforts following the September 11, 2001, terrorist attacks.

Upon completion of her military career, Kimberly joined a large private obstetrics and gynecology practice in Indianapolis. She is specialty-trained in obstetrics and gynecology, is board-certified in obstetrics and gynecology, and is a fellow of the American College of Obstetricians and Gynecologists.

Kimberly earned her Doctor of Medicine degree from Indiana University School of Medicine and her MBA from West Virginia University.

Dr. Jennifer Sullivan, MD, MPH

Secretary, Indiana Family and Social Services Administration

Jennifer Sullivan was appointed as Secretary of the Indiana Family and Social Services Administration (FSSA) by Governor Eric J. Holcomb effective January 9, 2017. Prior to this appointment, she served as the Deputy State Health Commissioner and Director for Health Outcomes at the Indiana State Department of Health. Dr. Sullivan is currently a Professor of Clinical Emergency Medicine and Pediatrics at Indiana University School of Medicine. She served as the Division Chief for Pediatric Emergency Medicine and was the Program Director for the Emergency Medicine and Pediatrics Residency from 2007-2015. Dr. Sullivan continues to work clinically in the Riley Hospital for the Children’s Emergency Department.

She earned her undergraduate degree from the University of Houston Honors College and her Master in Public Health degree at the Richard Fairbanks School of Public Health at Indiana University. She earned her Medical Doctorate at Indiana University School of Medicine and is board certified in Emergency Medicine and Pediatrics.

Dr. Sullivan is dedicated to building effective and efficient delivery of healthcare and social services to Hoosiers. She takes a public health approach to policy decisions and is committed to strategic alignment across government and the private sector to improve health outcomes and fill unmet social needs. She was recognized in 2019 as the recipient of the APHSA Friedman Health and Human Services Impact Award and is a 2017 Indianapolis Business Journal Woman of Influence.

FSSA is a healthcare and social service delivery and integration agency. The mission of FSSA is to compassionately serve our diverse community of Hoosiers by dismantling long-standing, persistent inequity through deliberate human services system improvement.

FSSA includes: Division of Family Resources (DFR), Office of Medicaid Policy and Planning (OMPP), Division of Disability and Rehabilitative Services (DDRS), Division of Mental Health and Addiction (DMHA), Division of Aging, Office of Early Childhood and Out-of-School Learning (OECOSL), and the Disability Determination Bureau.

Tiffany Etter

Director, Medicaid Plan Marketing, Anthem

Tiffany Etter has a passion for helping people live healthier lives. As the Director of Medicaid Plan Marketing for Anthem Blue Cross and Blue Shield in Indiana, Tiffany oversees the marketing, outreach, and communications teams that help connect Hoosiers to critical health services and supports through community partnerships and education. As Program Manager for the Anthem Foundation, Tiffany designed national and state-based program partnerships and volunteer activities with health-related nonprofits, as well as administered matching gifts programs for Anthem’s associates and Board of Directors. Tiffany joined the Anthem communications team in 2008 to manage leadership events, video productions, and various communications campaigns.

Prior to joining Anthem, Tiffany oversaw marketing, branding, and public relations for a global commercial real estate fund/investment management and development company for seven years. Previous experience also includes roles at IUPUI and a statewide trade association.

Tiffany is married with three children and enjoys supporting her family’s interests and organizations in her community. Her extra-curricular activities include serving as a 2012 Super Bowl Host Committee Co-Chair, volunteering with her children’s school and sports organizations, and helping the Make-a-Wish Foundation grant life-changing wishes for children with critical illnesses for more than a decade.

Tony Gillespie

Vice President of Public Policy/Engagement, Indiana Minority Health Coalition

Tony Gillespie has more than 20 years of experience working at the state and community level addressing HIV/AIDS and many other chronic disease issues and health disparities.

Born and raised in Gary, Indiana, Gillespie developed his love of community and passion for advocacy by following the example set by his Uncle Gardest Gillespie who was a city councilman.

In 1999 Gillespie joined the Indiana Minority Health Coalition, a statewide organization that works to decrease the incidence of chronic disease and health disparities in minority communities. He led a National Centers for Disease Control (CDC) initiative that resulted in the formation of two community-based organizations that address HIV/AIDS in minority communities, and an Office of Minority Health-funded initiative to build capacity in faith and community-based organizations to address HIV/AIDS at the community level. He has served on numerous federal, state, and local community advisory boards.

Gillespie served as Chair of the Northwest Continuum of Care Network addressing affording housing and homeless issues; was a Technical Assistance Provider for the Indiana HIV Prevention Community Planning Group (CPG); served on the Board of Directors for a federally qualified community center.

In 2006 Gillespie was named the regional, state, and national Citizen of the Year by the National Association of Social Workers. In 2010 he received the HIV/AIDS Outstanding Service award, and in 2011 he was awarded the Indiana Governor’s Award for Achievement in Health and Physical Fitness recipient.

Ben serves as a Community Relations Consultant for the Anthem Medicaid Marketing team. Prior to his time at Anthem, he served for five years as the Director of External Agency Affairs for Indiana Family and Social Services Administration where he worked to find innovative ways to partner with nonprofit and faith-based ministries around the state. He brings a wide variety of experience having served a governor, congressman, and ten years as an Executive & Youth Pastor with a ministry in Anderson, Indiana. He and his wife Debbie live with their two children in Pendleton, Indiana.

Evan Bever

Senior Minister, First Baptist Church of Indianapolis

Rev. Evan Bever joined the First Baptist Church ministerial staff as Associate Minister in July 2012 and became Senior Minister on October 1, 2018. A graduate of Princeton Theological Seminary and Purdue University, Evan was ordained by First Baptist Church in 2013. Evan has responsibilities in worship leadership, pastoral care, outreach, and Christian Education for children, youth, and adults. Evan serves on the Board of Directors for the Baptist Student Foundation at Purdue (a campus ministry of the American Baptist Churches USA) and the Fair Housing Center of Central Indiana. Evan and his wife, Breanna, live in Washington Township with their son, Isaiah.

J. Phillip Carroll

Pastor, Greater Shepherd Missionary Baptist Church

Pastor James Carroll has served as the pastor of Greater Shepherd Missionary Baptist Church in Indianapolis, Indiana since May 2004. Before coming to Greater Shepherd, he served at Jones Community Church, in Kokomo, Indiana from 1998-2003. Before being elevated as pastor he served as Minister of Music for churches, and over the years, he has learned to embrace the lessons God has given to teach him to blend the call to Pastor with the gift of music ministry (organist and soloist). He strongly believes that God has prepared him to do great work through the successful marriage of the two gifts.

Since 2017 he has been employed with the Indiana State Department of Health as a Community Outreach Coordinator for the Division of Trauma and Injury Division where he goes out into areas across the state speaking to community leaders and stakeholders about substance use disorder and other drug-related issues in counties.

He received his educational training from Black Hawk College (Moline, IL), the University of Arkansas at Pine Bluff (Pine Bluff, AR), Crossroads Bible College (Indianapolis, IN), and received his Master of Divinity from Southern Theological Seminary (Indianapolis, IN).

Pastor Carroll is happily married to his soulmate, Tonia D. Carroll, and they have a big, blessed, and blended family of thirteen children and seventeen grandchildren.

Father Rick Ginther

Pastor, Our Lady of Lourdes

Father Rick Ginther is a native of Indianapolis and a priest for the Archdiocese of Indianapolis since 1983. He has served in parishes in Indianapolis, Tell City, Richmond, and Terre Haute, Indiana. He is the past Rector/Pastor of SS. Peter and Paul Cathedral Parish and Director of Liturgy for the Office of Worship, Archdiocese of Indianapolis. He is currently the pastor of Our Lady of Lourdes parish in Indianapolis, the Director of the Office of Ecumenism and Inter-religious Relations for the Archdiocese of Indianapolis, a member of the Center for Interfaith Cooperation Board, and a member of the Greater Indianapolis Interfaith Alliance. He has earned a B.A. in History, an M.A. in Biblical Studies, and an M.A. in Liturgical Theology. He has been involved in many civic and church organizations over his 70 years of life.

Dr. Anita Joshi, MD

Community Liaison, Hindu Temple of Central Indiana

Anita Joshi was born and raised in New Jersey and is a graduate of UConn Medical School. She has been an Indiana resident since 1998 and is a private practice pediatrician in Crawfordsville, IN. She has served on the board of trustees at the Orchard School, where she chaired the diversity committee for three years. She has served on the founding board of the Riley Women's Fund and served as the chair for the grants committee during her six years on the board of The Women's Fund of Central Indiana. She currently serves on the board of Brebeuf Jesuit Preparatory School where she is involved in equity and inclusion work and is currently chairing the governance committee. She also serves on the executive committee of The Center for Interfaith Cooperation and is the community relations liaison for the Hindu Temple of Central Indiana. She is responsible for speaking to non-Hindu audiences about the principles of Hinduism and Indian culture. She has worked with the Carmel Center for Interfaith and has testified before the Indiana State Legislature on the importance of hate crimes legislation. She is married and has two children and a lovely dog named Kulfi.

Brian Cobb

Brian leads a team of healthcare community relations consultants for the state of Indiana. He coaches and guides the team to execute marketing and strategic plans to achieve client goals. His extensive background in sales and marketing is a strength that he leverages in his current role. His passion to serve and his knowledge of nonprofits and working with community-based organizations were developed when he decided to pursue a calling in ministry. He served as the Executive Pastor of Lakeview Church for many years and was responsible for administration, finances, operations, community relations, and much more.

It is his passion for serving others that challenged him to use his gifts to volunteer as the president of his HOA community. He is a long-term volunteer in juvenile ministry at the Marion County Juvenile Detention Center and currently serves as a board member on the Hendricks County Board of Health. Brian uses his diverse work and volunteer experience to support community and faith-based organizations to reach the Medicaid population of Indiana in support of positive health.

Brian and his wife Melissa are the proud parents of two children. Melissa also has a passion for serving others and is a long-term member of the Indiana University Health LifeLine team.

Brian received his Bachelor of Science degree in marketing from Butler University.
