Dr. Kimberly Roop, MD, MBA

Plan President, Anthem Blue Cross and Blue Shield, Indiana Medicaid

Kimberly Roop currently serves as President of Anthem Blue Cross and Blue Shield’s Indiana Medicaid Plan. Her daily responsibilities include oversight of local health plan operations, consisting of member quality and outreach, access and coordination of medical services, strategic planning, and plan performance. She works closely with the State of Indiana and various community-based organizations in administering Medicaid benefits to over 600,000 Hoosiers.

In 2007, Kimberly joined Anthem Medicaid as a Medical Director. Prior to assuming the role of Plan President, Kimberly served as RVP and Managing Medical Director of the Indiana Medicaid plan. She was focused on improving the quality of care and service provided to Anthem’s Medicaid members. In this role, Kimberly began transitioning from a clinical, quality, and healthcare management focus, to broadening her expertise to include finance, analytics, and business management.

Kimberly began her career as an obstetrician/gynecologist and an officer in the United States Air Force. She has traveled as a member of teams providing medical relief to such areas as Ecuador and The Azores. During her military career, she served as department Quality Assurance Director, implementing changes to improve the quality of both inpatient and outpatient care. Stationed in Washington, DC, she assisted in relief efforts following the September 11, 2001, terrorist attacks.

Upon completion of her military career, Kimberly joined a large private obstetrics and gynecology practice in Indianapolis. She is specialty-trained in obstetrics and gynecology, is board-certified in obstetrics and gynecology, and is a fellow of the American College of Obstetricians and Gynecologists.

Kimberly earned her Doctor of Medicine degree from Indiana University School of Medicine and her MBA from West Virginia University.

Dr. Daniel Rusyniak, MD

Secretary, Indiana Family and Social Services Administration

Daniel Rusyniak, M.D., was appointed as secretary of the Indiana Family and Social Services Administration (FSSA) by Governor Eric J. Holcomb, effective August 1, 2021. Prior to this appointment, Dr. Rusyniak served as FSSA’s chief medical officer. He is also continuing his work as a professor of emergency medicine at Indiana University School of Medicine.

Dr. Rusyniak graduated from Villanova University and earned his medical degree from Wake Forest University. He completed an emergency medicine residency and medical toxicology fellowship at the IU School of Medicine. Dr. Rusyniak served several roles at the IU School of Medicine including vice-chair in the Department of Emergency Medicine, medical director of the Indiana Poison Control Center, division chief of Medical Toxicology, and a term as faculty president. In addition, Dr. Rusyniak was a National Institutes of Health-funded researcher studying the medical impact of substance use disorders. He has had over 100 publications, a podcast, and a blog and is a nationally recognized expert in the field of toxicology.

As the FSSA chief medical officer, Dr. Rusyniak was one of the leaders during the statewide COVID-19 response serving as the point person for long-term care facilities. He was the executive sponsor for the state’s efforts to reform Indiana’s long-term services and supports system and was the project director for the state’s Pregnancy Promise Program – a program funded by a Centers for Medicare and Medicaid Services grant to improve health outcomes in pregnant women with opioid use disorder.

He is married to his wife Janet, and together they have three kids and two dogs. Along with spending time with his family, he loves hiking, fly-fishing, and making pizza.

Nicki Gilbert

Indiana Medicaid Territory Marketing Manager

Nicki Gilbert is Anthem’s Indiana Medicaid Territory Marketing Manager with over 14 years of experience working within underserved communities. She works to identify, develop, and coordinate impactful partnerships with various community groups. At Anthem, Nicki initiates and leads projects in response to organizational needs and executes marketing and community relation strategies to achieve Medicaid goals. Nicki serves on the board of Warren Arts & Education Foundation, is an Anthem Ambassador, and participates in various committees.

Tiffany Etter

Director, Medicaid Plan Marketing, Anthem

Tiffany Etter has a passion for helping people live healthier lives. As the Director of Medicaid Plan Marketing for Anthem Blue Cross and Blue Shield in Indiana, Tiffany oversees the marketing, outreach, and communications teams that help connect Hoosiers to critical health services and supports through community partnerships and education. As Program Manager for the Anthem Foundation, Tiffany designed national and state-based program partnerships and volunteer activities with health-related nonprofits, as well as administered matching gifts programs for Anthem’s associates and Board of Directors. Tiffany joined the Anthem communications team in 2008 to manage leadership events, video productions, and various communications campaigns.

Prior to joining Anthem, Tiffany oversaw marketing, branding, and public relations for a global commercial real estate fund/investment management and development company for seven years. Previous experience also includes roles at IUPUI and a statewide trade association.

Tiffany is married with three children and enjoys supporting her family’s interests and organizations in her community. Her extracurricular activities include serving as a 2012 Super Bowl Host Committee Co-Chair, volunteering with her children’s school and sports organizations, and helping the Make-a-Wish Foundation grant life-changing wishes for children with critical illnesses for more than a decade.

Ben serves as a Community Relations Consultant for the Anthem Medicaid Marketing team. Prior to his time at Anthem, he served for five years as the Director of External Agency Affairs for the Indiana Family and Social Services Administration (FSSA) where he worked to find innovative ways to partner with nonprofit and faith-based ministries around the state. He brings a wide variety of experience having served a governor, congressman, and ten years as an Executive & Youth Pastor with a ministry in Anderson, Indiana. He and his wife Debbie live with their two children in Pendleton, Indiana.

Dee Bonney, Jr., MD

Medical Director/Owner, Alpha Omega Elevation + Wellness

Dee Bonney, Jr., MD is a board-certified emergency physician who owns and operates two direct patient care offices that offer primary care, urgent care, and faith-based treatment for addiction. He sees how God has used his own struggles with opioid addiction 17 years ago to allow him to connect with his patients in a way that allows them peace knowing that he has been where they are. He is a Christ follower and is married to Megan, a registered nurse and the practice manager for their office. They have five boys ages 5 to 19.

Rev. Dr. Sarah Lund

First Congregational United Church of Christ

The Rev. Dr. Sarah Lund’s mission is to partner with others to share hope and healing. She is an ordained minister in both the Christian Church (Disciples of Christ) and the United Church of Christ. Sarah has served as pastor to churches in Brooklyn, NY, Minneapolis, MN, and New Smyrna Beach, FL. Rev. Dr. Lund served as Regional Minister in the Florida Conference of the United Church of Christ and as a Vice President for Christian Theological Seminary in Indianapolis, IN. She holds degrees from Trinity University (BA), Princeton Theological Seminary (MDiv), Rutgers University (MSW), and McCormick Theological Seminary (DMin). Rev. Dr. Lund received the Dell Award for Mental Health Education at the 30th General Synod of the UCC. She currently serves as Minister for Disabilities and Mental Health Justice on the national staff of the UCC and as senior pastor of First Congregational UCC of Indianapolis, IN. Sarah volunteers on the national boards of the interfaith mental health ministry Pathways to Promise, Mental Health America, Bethany Fellows, and Piedmont University. Sarah is the author of Blessed are the Crazy: Breaking the Silence About Mental Illness, Family, and Church (Chalice Press, 2014) and Blessed Union: Breaking the Silence About Mental Illness and Marriage (Chalice Press, 2021). Chrissy Peterson

Executive Director, Westminster Neighborhood Services

Chrissy Petersen began her nonprofit career 10 years ago. When looking at a career change, she wanted a job that had a bit more meaning, she applied for a Food Pantry position at Westminster Neighborhood Services. She loved working with the pantry clients, she got a clear understanding of the many obstacles they were facing and what generational poverty looked like. She has spent the past five years as the Executive Director. During her time at Westminster, she helped build their current building at 2325 E. New York St., moving from a 100-year-old church to a new building. With new space, programs have expanded and the number of Near Eastside neighbors receiving services has increased by 30%. She helped lead the creation of an effective strategic plan at Westminster that has helped the growth of the organization. Chrissy loves the work being done at Westminster, her favorite part of the job is the interactions with the people that come through the doors on a weekly basis, over the years they have become friends. She celebrates the highs and lows of life with them. When Chrissy isn’t at Westminster, she loves to spend time camping with her husband, daughter, and two Goldendoodles.

Rev. Samuel Ruiz

Missionary Pastor, Trinity Lutheran Church & Our Shepherd Lutheran Church

Rev. Samuel Ruiz is a Pastor born in Cuba. He graduated from an Evangelical Seminary in Cuba in 1990 and from Concordia Lutheran Seminary in St. Catharine, Ontario, Canada in 1995. Pastor Ruiz has his wife Damaris Ruiz and their daughter, born in Canada, named Deborah.

Since then, Pastor Ruiz has been planting Hispanic Missions throughout Indiana District. Since 2018, Pastor Ruiz has opened a new mission on the Eastside of Indianapolis at Trinity Lutheran Church. Also, on the west side, he pastors a mission at Our Shepherd Lutheran Church in Avon, Indiana. This is a mission to all Spanish-speaking immigrants in Greater Indianapolis (more than 100,000 according to the 2010 census). The mission is to reach these immigrants through a half-hour, weekly, Sunday morning radio program produced and hosted by Rev. Ruiz and broadcast throughout Central Indiana on a local Spanish-language station: Radio La Pantera 1590 AM. It is on Sundays at 10:30 a.m. The program can also be heard at lapantera1590.com.

Pastor Ruiz also facilitates cell-group Bible studies in homes and offers counseling through an active local jail, ministering to Hispanic inmates and hospital and shut-in visitations. He also provides on-call assistance to all LCMS congregations in the greater Indianapolis area.

Brian Cobb

Moderator

Brian leads a team of healthcare community relations consultants for the state of Indiana. He coaches and guides the team to execute marketing and strategic plans to achieve client goals. His extensive background in sales and marketing is a strength that he leverages in his current role. His passion to serve and knowledge of nonprofits and working with community-based organizations was developed when he decided to pursue a calling in ministry. He served as the Executive Pastor of Lakeview Church for many years, responsible for administration, finances, operations, community relations, and much more.

It is his passion for serving others that challenged him to use his gifts to volunteer as the president of his HOA community. He is a long-term volunteer in juvenile ministry at the Marion County Juvenile Detention Center and currently serves as a board member on the Hendricks County Board of Health. Brian uses his diverse work and volunteer experience to support community and faith-based organizations to reach the Medicaid population of Indiana in support of positive health.

Brian and his wife Melissa are the proud parents of two children. Melissa also has a passion for serving others and is a long-term member of the Indiana University Health LifeLine team.

Brian received his Bachelor of Science degree in marketing from Butler University.
