Community Relations Consultant, Anthem Medicaid Marketing

Ben serves as a Community Relations Consultant for the Anthem Medicaid Marketing team. Prior to his time at Anthem, he served for five years as the Director of External Agency Affairs for Indiana Family and Social Services Administration where he worked to find innovative ways to partner with nonprofit and faith-based ministries around the state. He brings a wide variety of experience having served a governor, congressman, and ten years as an Executive & Youth Pastor with a ministry in Anderson, Indiana. He and his wife Debbie live with their two children in Pendleton, Indiana.

Tiffany Etter

Medicaid Plan Marketing, Anthem

Tiffany Etter has a passion for helping people live healthier lives. As the Director of Medicaid Plan Marketing for Anthem Blue Cross and Blue Shield in Indiana, Tiffany oversees the marketing, outreach, and communications teams that help connect Hoosiers to critical health services and supports through community partnerships and education. As Program Manager for the Anthem Foundation, Tiffany designed national and state-based program partnerships and volunteer activities with health-related nonprofits, as well as administered matching gifts programs for Anthem’s associates and Board of Directors. Tiffany joined the Anthem communications team in 2008 to manage leadership events, video productions, and various communications campaigns.

Prior to joining Anthem, Tiffany oversaw marketing, branding, and public relations for a global commercial real estate fund/investment management and development company for seven years. Previous experience also includes roles at IUPUI and a statewide trade association.

Tiffany is married with three children and enjoys supporting her family’s interests and organizations in her community. Her extra-curricular activities include serving as a 2012 Super Bowl Host Committee Co-Chair, volunteering with her children’s school and sports organizations, and helping the Make-a-Wish Foundation grant life-changing wishes for children with critical illnesses for more than a decade.

Daniel Rusyniak, M.D.

Secretary, Indiana Family and Social Services Administration

Daniel Rusyniak, M.D., was appointed as secretary of the Indiana Family and Social Services Administration by Governor Eric J. Holcomb, effective August 1, 2021. Prior to this appointment, Dr. Rusyniak served as FSSA’s chief medical officer. He is also continuing his work as a professor of emergency medicine at Indiana University School of Medicine.

Dr. Rusyniak graduated from Villanova University and earned his medical degree from Wake Forest University. He completed an emergency medicine residency and medical toxicology fellowship at the IU School of Medicine. Dr. Rusyniak served several roles at the IU School of Medicine including vice-chair in the Department of Emergency Medicine, medical director of the Indiana Poison Control Center, division chief of Medical Toxicology, and a term as faculty president. In addition, Dr. Rusyniak was a National Institutes of Health-funded researcher studying the medical impact of substance use disorders. He has had over 100 publications, a podcast and a blog and is a nationally recognized expert in the field of toxicology.

As the FSSA chief medical officer, Dr. Rusyniak was one of the leaders during the statewide COVID-19 response serving as the point person for long-term care facilities. He was the executive sponsor for the state’s efforts to reform Indiana’s long-term services and supports system and was the project director for the state’s Pregnancy Promise Program – a program funded by a Centers for Medicare and Medicaid Services grant to improve health outcomes in pregnant women with opioid use disorder.

 He is married to his wife Janet and together they have three kids and two dogs. Along with spending time with family he loves hiking fly-fishing and making pizza.

Dr. Brad E. Oliver

Private Consultant

Dr. Brad E. Oliver has been a professional educator for 30 years with prior service as a teacher, school administrator, university professor and academic dean. Brad currently serves as Clinical Associate Professor of Educational Leadership at Purdue University Fort Wayne. Since 2008, Brad has served as a private consultant to several schools, churches, and non-profits specializing in the areas of strategic planning, strategic execution, and leadership development. He has worked with several organizations at the state and national level including the Indiana Department of Education, the Kentucky Department of Education, the South Carolina Department of Education, the Indiana Family Social Services Administration, and several non-profits throughout Northeast Indiana, including Amani Family Services, Ronald McDonald Children’s Charities, Redemption House, Mad Antony Hope House, and Gateway Woods. Brad and his wife, Angela, reside in Fort Wayne, Indiana and serve as mentor volunteers with Big Brothers, Big Sisters of Northeast Indiana. They are the parents of three adult children and enjoy traveling and spending time volunteering with various charities.

J. Phillip Carroll

Pastor, Greater Shepherd Missionary Baptist Church

Pastor James Carroll has served as the pastor of Greater Shepherd Missionary Baptist Church in Indianapolis, Indiana since May 2004. Before coming to Greater Shepherd, he served at Jones Community Church, in Kokomo, Indiana from 1998-2003. Before being elevated as pastor he served as Minister of Music for churches, and over the years, he has learned to embrace the lessons God has given to teach him to blend the call to Pastor with the gift of music ministry (organist and soloist). He strongly believes that God has prepared him to do great work through the successful marriage of the two gifts.

Since 2017 he has been employed with the Indiana State Department of Health as a Community Outreach Coordinator for the Division of Trauma and Injury Division where he goes out into areas across the state speaking to community leaders and stakeholders about substance use disorder and other drug-related issues in counties.

He received his educational training from Black Hawk College (Moline, IL), the University of Arkansas at Pine Bluff (Pine Bluff, AR), Crossroads Bible College (Indianapolis, IN), and received his Master of Divinity from Southern Theological Seminary (Indianapolis, IN).

Pastor Carroll is happily married to his soulmate, Tonia D. Carroll, and they have a big, blessed, and blended family of thirteen children and seventeen grandchildren.

 

Caryn Halima Flowers, RN

Center for Interfaith Cooperation Board Member

Caryn Halima Flowers is a seminary-educated Registered Nurse, social worker, and vocal coach who works as a Caregiver Options Counselor at CICOA Aging & In-Home Solutions. She holds a Masters of Peace and Social Transformation from Earlham School of Religion and is on the Board of Directors for the Center for Interfaith Cooperation, representing her faith of American Sufism. She has been described as a blend of a coach, a chaplain, and a cheerleader – and loves to empower people to live their best lives.

Suzanna Jacobson

Executive Director, Christian Formation Ministries

2nd generation free from addiction, Suzanna knows firsthand hope is possible beyond prison and substance abuse. Born in Boston, MA to a family serving families, Suzanne was a major player in the day-to-day ministry lead by her parents Richard and Dawn Johnson. By the time she was twelve, Suzanna had been to 42 states and 5 Canadian provenances ministering in prisons, churches, and various revivals across North America.

In 2015, Suzanna became Executive Director to Christian Formation Ministries while in the same year launching a year-round mentoring program called My Club, the first in the local area to support the children of prisoners. Around this time, she was introduced to the Camp David ministry where she served her first summer as an auntie. Suzanna came back the following year to be trained as a camp director. 

Susanna lives in Louisville, KY area with her wonderful husband Jon and 3 children. She is a board member of the Floyd County Rotary Club and a member of the Fred Rogers Educators Program.

Josh Livingston

Director, Englewood Community Development Corporation

Josh Livingston is the director of Cultivating Communities, an initiative of Englewood Community Development Corporation committed to place-based congregational formation. He is a husband and father of six children, a community developer, and the author of Sunrays on the Beachhead of the New Creation (Wipf & Stock Publishers, 2021).

Kevin D. Russell

Pastor, Gabriel Missionary Baptist Church

Pastor Kevin D. Russell, the youngest of four children, was born June 30, 1967, to the late Pastor Clifton and Mollie Russell. Born and raised in Indianapolis, IN, Pastor Russell attended Washington Township schools, where he graduated from North Central High School in 1985. Pastor Russell attended Indiana State University majoring in Mechanical Technology. Later, he completed some courses at Crossroads Bible College with a focus in Leadership and Ministry. Now Pastor Russell holds a Bachelor and master’s degree in theology from Life Christian University (LCU). 

Pastor Russell is bi-vocational Pastor. Pastor Russell is the proud Pastor of Gabriel Missionary Baptist Church on the northeast side of the city for 16 years and currently work as a Detective for the Indianapolis Metropolitan Police Department. Pastor Russell has been in Law Enforcement for over 31 years.

Pastor Russell is married to his beautiful wife, Talair Russell, and have 9 children along with 13 grandchildren.

Brian Cobb

Moderator

Brian leads a team of health care community relations consultants for the state of Indiana. He coaches and guides the team to execute on marketing and strategic plans to achieve client goals.  His extensive background in sales and marketing is a strength that he leverages in his current role. His passion to serve and knowledge of non-profits and working with community-based organizations was developed when he decided to pursue a calling in ministry. He served as the Executive Pastor of Lakeview Church for many years, responsible for administration, finances, operations, community relations and much more. 

It is his passion for serving others that challenged him to use his gifts to volunteer as the president of his HOA community.  He is a long-term volunteer in juvenile ministry at the Marion County Juvenile Detention Center, and currently serves as a board member on the Hendricks County Board of Health.  Brian uses his diverse work and volunteer experience to support community and faith-based organizations to reach the Medicaid population of Indiana in support of positive health.  

Brian and his wife Melissa are the proud parents of two children. Melissa also has a passion for serving others and is a long-term member of the Indiana University Health LifeLine team.

Brian received his Bachelor of Science degree in Marketing form Butler University.
